What the decision says
The agreed facts are short. While filming a marketing video, Blackham engaged in a verbal altercation with a member of the public and used homophobic and unprofessional language.
That was found contrary to section 1, which requires courtesy, honesty, good faith and integrity toward every person a registrant deals with; section 2, which prohibits conduct that is disgraceful or unbecoming or likely to bring the sector into disrepute; and section 7, which prohibits intimidating, coercive or abusive conduct.
The penalty pairs the fine with an equity course rather than the usual ethics-and-compliance one.
